So I was over at Target today looking around and happened to be looking at some shorts cus well I need some. So my question is why in the hell do shorts cost more then pants do? Shorts have like half the material that pants do, but yet cost like 1/3 the cost of pants? Maybe its just me but I do not understand this at all.

That is true...
I guess this is good old Supply and Demand. There is such a demand that the market is willing to pay a higher cost then the price of pants. Good old WTP (Willingness to Pay) and WTA (Willingness to Accept).

Holy crap I think I did learn something in my econ class. LOL.
